If the bank refuses to raise a chargeback
Ask for the specific reason and the payment-dispute category considered. Give the transaction date, amount, merchant and the promise you say was not met. Preserve the advertisement or guarantee as it appeared when you bought, alongside the receipt, refund request and bank's response. A complaint about goods or service quality is different from saying you never authorised the payment.
Ask promptly which card-scheme deadline applies and whether additional evidence can still be considered. A complaint to the merchant or bank does not necessarily extend that deadline. The CCPC's chargeback guidance describes the general route; your bank must explain the process relevant to the transaction.
If the issue is now how the bank handled your request, identify that separately in a formal provider complaint. Ask for the reasoned outcome and check the free FSPO route if unresolved. Neither entering a PIN nor disliking a purchase supplies a universal answer about refund entitlement. Track any merchant refund or bank credit so the same loss is not recovered twice.
